POLS 3023 - FOUNDATIONS OF PUBLIC ADMINISTRATION This course provides an overview of the various elements of public bureaucracy, administration and management, federalism and intergovernmental relations, organization theory and behavior, decision-making, budgeting, human resource management, program planning, ethical issues, and more. It places a special emphasis on the non-technical side of public administration, particularly focusing on the relevance of normative principles to the issues and topics of public administration, such as the public interest.
